High-Value Goods Tax implementation put on hold, finance ministry says gov’t to announce new date later

The High-Value Goods Tax (HVGT), which was supposed to be implemented from May 1, 2024, has been put on hold. It was reported that this is due to the finance ministry’s postponement in presenting the bill to parliament.

According to The Edge, the delay in the bill was due to disagreements over the definition of “high-value goods” and the price range of items that would be subject to the tax, this despite dialogues and consultations having been made with retail industry players and tax professionals.

The deferment of the new tax, which is to be imposed on luxury or big-ticket items at a rate of between 5% and 10% as announced during the tabling of Budget 2024, was confirmed by deputy finance minister Lim Hui Ying, who told The Star that the government will continue engaging with the industry to ensure the tax principles and legislation can be formulated and drafted carefully.

The ministry, she said, is in the final stage of refining certain matters related to the tax structure, especially the type of goods categorised as “high-value” as well as the threshold determination and tax rates.

“HVGT will only be imposed on certain goods categorised as high value. Fundamentally, low-income groups will not be affected by its implementation because they are unlikely to purchase high-value goods,” she said in a written reply to the news publication.

“The government will announce the new implementation date of the HVGT later,” she said. She added that the HVGT will not be imposed in designated areas including Labuan, Langkawi, Pangkor and Tioman, as well as special areas such as free zones and licensed warehouses. Langkawi is of course a haven for supercars, not always in a good way.

Initially, it was stated that jewellery over RM10,000, watches above RM20,000 and cars priced beyond RM200,000 would be subject to the HVGT. However, it was not detailed how this would be applied, and how the thresholds were defined.

7 thoughts about the 2024 Ford Maverick Tremor


I was the first person on the Autoblog staff to lay eyes on the 2022 Ford Maverick. True story. The story repeats itself with the Tremor: When Ford debuted the package, I was there. But in the years since, I’ve yet to actually drive one. It’s a weird quirk of the occupation; sometimes you just end up with an unanticipated blind spot. So when this 2024 Ford Maverick Tremor showed up for a weekend, I was excited to finally get some time with it in the real world.

The fact that it was a Tremor was almost secondary. It’s a cool package. You get a revised suspension with an inch more ground clearance, revised bumpers for improved approach and departure angles, upgraded underbody protection and a trick new rear differential borrowed from the Badlands model of the Maverick’s close cousin, the Bronco Sport. But I had the entirety of the Maverick to get caught up on, so you’ll have to forgive me for mixing in some thoughts on the greater Maverick lineup, rather than the Tremor alone. Without further ado, here they are. 

1. It’s expensive

We’ve had this complaint about virtually everything built on Ford’s updated compact platform since it was pressed into service back in 2019. From the Escape to the Bronco Sport and now the Maverick, these cars all get downright expensive once you start adding options. Remember when the base Maverick was $20,000? No longer, and this Lariat-based Tremor nearly doubles the Maverick Hybrid’s original price, checking in at about $38,500 after destination and options.

That’s still cheaper than the average transaction price of a new car, but it’s about a thousand less than the mid-spec Ranger XLT 4×4 and a couple grand cheaper than the lowest-spec F-150 with four-wheel drive. That said, it looks good. Despite its off-road pretensions, the Tremor’s aesthetics put it squarely in “pretty truck” territory. I doubt these will be popular with handymen. 

2. But the interior is still quite cheap

On the subject of cheapness, there aren’t many cars sold in 2024 that I can reasonably compare to my 2011 Jeep Wrangler when it comes to cabin quality. Maverick is one of them, unquestionably. The interior design is certainly more interesting than my decade-old Mopar’s, but it’s obvious that cost drove much of the decision-making here. Even with fewer than 1,000 miles on this tester, the door cards and other high-traffic touchpoints are showing some wear and tear. Dirt and scuffs really stand out on the blue plastic. 

3. It feels like a truck

It’s obvious that Ford’s engineers expected pushback from customers who wouldn’t see the Maverick as a “real” truck if it drove like what it is — a high-riding unibody compact. A concerted effort was made to keep the Maverick as truck-like as possible and it shows. It feels and sounds a bit rough around the edges, and there’s obvious noise and vibration cues that tell you you’re driving something practical, rather than something luxurious. Fortunately, the tricks they used (one senses the strategic omission of sound deadening here) help keep the Maverick cheap to build. 

4. But it sounds like a truck

The flip side is that it sounds like a truck, which is to say, it doesn’t really sound like much, which is a shame, because this platform’s predecessors have included some solid exhaust notes. Focus ST and RS, anybody? But unfortunately, the 2.0T’s exhaust doesn’t sound like much. There’s a growl when you get on it, but it’s no match for Ford’s C-segment enthusiast cars of old. 

5. It would make a fun Mini Truck

Given its less-utilitarian underpinnings, the Maverick could be a solid canvas for building a modern Mini Truck. The platform itself can certainly support a performance model — just look at the aforementioned hot Focuses — and both the Tremor and its sibling, the Bronco Sport Badlands, already come with trick rear differentials. It would be cool to see a factory model that ditches the Tremor’s off-road pretensions for something a little more low-slung and corner-carving — and maybe with the 2.3-liter EcoBoost? I’ll even settle for a PHEV. 

6. It’s a great utility vehicle

The Tremor may be the wrong trim to buy if you’re looking for practicality, but that doesn’t mean it’s deficient in that regard. Our tester came with all the utilitarian bells and whistles, from integrated power to all the fancy bed expansion features. It’ll still do all of the truck things any other Maverick will do, only with a little more panache. 

7. But it’s a poor replacement for a Focus

As cool the Maverick is, the Focus was an excellent compact hatchback (last-gen automatic transmission issues notwithstanding) on a stellar platform. This is bigger (in every dimension), heavier and nowhere near as fun to drive. Nobody expects even a small pickup truck to carve corners, but Ford hasn’t exactly left us with any worthy alternatives. The best-handling five-door in a Ford showroom is probably a stripper Escape or Bronco Sport.

The owners of Saks Fifth Avenue are in talks to raise financing to bolster the cash portion of an offer to buy competitor Neiman Marcus, according to people familiar with the matter, moving two of America’s biggest high-end department stores closer to a deal after years of on-and-off courtship

As part of the proposed financing, Saks’ flagship store at 611 Fifth Ave. in Manhattan was valued at $3.62 billion, one of the people said. That’s a notable increase from an appraisal of $1.6 billion in 2019 and close to its value of $3.7 billion in 2014, according to previous filings from parent company Hudson’s Bay Co.

Saks and its lenders had the property appraised so it could serve as collateral to raise debt for the financing efforts, the person said. Appraisers looked at the flagship earlier this month, the person added, a sign that deal talks between the two luxury chains are heating up again.

Spokeswomen for both companies declined to comment.

The appraisal of the iconic New York department store, whose annual holiday window displays attract locals and tourists, is a testament to heightened demand for high-end real estate in the area in recent months. Gucci owner Kering SA and Prada SpA recently purchased properties farther up Fifth Avenue, near LVMH’s revamped Tiffany & Co. store. The deals have been bright spots for New York commercial real estate, which has been in the doldrums since the pandemic. 

The valuation also means that the landmark property is now worth more than Hudson’s Bay paid for all of Saks Fifth Avenue when it acquired the company in 2013. That deal valued the luxury department-store chain at $2.9 billion, including debt.

Falling sales

Sales at both Saks and Neiman Marcus have been falling in recent quarters, although they’re up from pre-pandemic levels. It’s part of a broader decline across many apparel and accessories companies in the US as shoppers pare back their spending after splurging during the pandemic, adjusting to inflation that’s easing but still historically high.

Department stores — from the midrange to the high-end — have been struggling for years in the US, even before the pandemic. Consumers have shifted their shopping patterns, preferring to buy directly from brands’ stores or online, or pivoting to Sephora instead of frequenting the department stores’ beauty counters. Neiman Marcus filed for bankruptcy in 2020 and the Dallas-based company is owned by Pacific Investment Management Co., Davidson Kempner Capital Management and Sixth Street Partners.

Saks Fifth Avenue’s online business is majority-owned by Hudson’s Bay and minority-owned by Insight Partners, while the department chain’s brick-and-mortar stores are wholly owned by Hudson’s Bay.

Buffeted by long-term headwinds, Saks Fifth Avenue and Neiman Marcus have been discussing a possible tie-up in fits and starts for years. The latest round of negotiations began in earnest in recent months, part of broader efforts to consolidate within the high-end apparel and beauty industry. Coach owner Tapestry Inc. is buying Michael Kors parent Capri Holdings Ltd., for example, Estée Lauder Cos. purchased Tom Ford and Kering snagged a 30% stake in Valentino.

A motorcycle lane traffic diversion is in effect for the Shah Alam Expressway (SAE) from kilometre 24.2 to 23.3. The diversion will run from March 30 to April 19, 2024.

This is to facilitate construction work for the SAE interchange on the West Coast Expressway (WCE) Taiping to Banting. Work areas and diversions affecting the stretch of highway between the Bandar Puteri and Jalan Kebun interchanges are illustrated in the graphic above.

Motorcyclists and those on the main highway lanes should take note of the diversion and drive/ride safe. Highway users are advised to follow road signs and crew instructions in the area.
